ABOUT THE AUTHORS

Jim Henderson is a former Research Specialist at the University of Arizona’s Water Resources Research Center, and is now a consultant in Denver, Colorado. Mr. Henderson has an M.S. in Agricultural and Resource Economics from the University of Arizona, and has done considerable work in the areas of water conservation and water supply planning. Gary Woodard is the former Associate Director of the University of Arizona’s Water Resources Research Center, and is now Assistant Director of the NSF Center for Sustainability of semi- Arid Hydrology and Riparian Areas (SAHRA) at the University of Arizona. Mr. Woodard has an M.P.P. and a J.D. from the University of Michigan, and has conducted extensive research into the areas of water demand modeling, evaluation of conservation measures, water marketing, and municipal water rate design.
