Appreciation for Congressman David Obey, for support of IALC

Dr. Kenneth Foster, President IALC Board of Directors, presents Congressman David Obey from Wisconsin, with a plaque in appreciation for his support to the IALC. The presentation was made at the Westward Look Resort in Tucson, Arizona at a reception held for Congressman Obey on March 4, 2001.
