If the branches are otherwise healthy I would not "...cut off the branches
with no fruit ...". My Minneola tangelo tree has been in the ground over
20 years and fruit set is always either light or non existent on the NE side
of the tree. But the tree is healthy and there is always plenty of fruit on
the rest of the tree.
Tangelos tend to be alternate bearing, i.e., bear fruit every other year.
If you plant another mandarin tree nearby, they will both bear fruit every
year also bear more fruit, but there will also be lots more seeds in the
fruit.
