     Most of the "rain sages" such as Texas Ranger, Blue Cloud, and Green Cloud do very well as a privacy shrub and will grow relatively quickly once established.  Neither Silver Cloud nor Chihuahuan Sage not grow high enough to form a hedge.  When these flower after the first significant rain in the Monsoon season they will attract all sorts of bees and smaller moths from miles around.

     I have seen a few privacy hedges made with the native Yellow Bells (Tecoma stans), and they are very attractive with very conspicuous yellow flowers throughout the summer.  Be careful when buying this as there are two varieties, and the one that comes from southern Mexico does not form a good hedge.  You instead want the native variety which I think is T. stans var. angustifolia.  This is a good attractant for hummingbirds.
