[Arid_gardener] granite congealer??

I am sending this for a friend.  Any help that can be provided would be 
appreciated.

A few years ago, my girlfriend used some product to congeal her ground 
before putting in a fish pond. She doesn't remember what it's called, but 
was told it's used by  landscapers to keep a surface solid and dust free. 
She has a bunch of pea gravel that's she'd like to hard pack and dedust.

Do you know what this stuff is and/or a source for it in the Phoenix area?
