[Arid_gardener] is my tree dying?

My Chinese Tallow was planted last spring.  It is being deep-watered 
about every 5 days.  The tree leafed out nicely and there are lots of 
suckers sprouting low on the trunk and higher in the tree.  However, 
the lowest main branch looks as if it is dying.  All of the leaves on 
the branch have shriveled up and turned brown.  This particular branch 
looks different than the others as it connects to the main trunk - 
almost as if it was the main trunk and was twisted horizontally to 
become a branch, leaving a large burl at the connection (I hope that 
makes sense - I don't have the correct terminology).  Please help!  Any 
suggestions are gratefully accepted.
