I do not believe it is necessary to soak the roots. Be careful not to
leave the roots in the water too long else the roots may rot.
You could plant out directly but I would suggest success may be better
if grown in a container for a year or so until the plant is established,
then plant it out. It is a slow growing plant so be patient.
