I suspect it needs water.  The native mesquites in the desert in our
 area  were pretty late to leaf out and also look pretty much as you
 describe.  Native desert plants can usually survive with no 
supplemental
 irrigation but will look better if watered on a regular schedule.  With
 our current rather lengthy drought period, I believe the tree could use
 some help.
