[Arid_gardener] saguaro removal

Hi.
I have a saguaro that has the bacterial necrosis 
in several places.  It’s 12-15” tall, no 
arms.  Do I need a special permit to have it 
removed/cut down?  It’s in my back yard (less than ¼ ac).
Do you know where I can find someone to remove it for a reasonable fee?
I would appreciate any help you can give me.  Thanks.
