I have seen the growths or galls you describe on older citrus trees but
can't really tell you what causes it or what to do about it. If there
is no black or smelly ooze associated with it your tree may be okay.

If the leaves on your tangelo tree are yellow all over, it may be a
nitrogen deficiency. For fertilizing recommendation. You can buy
fertilizer formulated for citrus "for Arizona Soils". Follow the
instructions on the bag as to frequency and amounts. If the leaves are
yellow between the veins but the veins are green, it is due to an iron
deficiency. Apply a chelated iron supplement available in nurseries as
a liquid or wettable powder.
