I have never found any effective repellants.  The important thing is not 
to let them roost on you property,  If they are roosting, you need to 
scare them off each night for a week or so.  This can be done after dark 
with a strong spray from a sweeper nozzle attached to a water hose. 
After a few nights they will get the message and stay away.  This also 
works somewhat for doves but they are more persistent than pigeons.

Since pellet guns and BB guns are no longer legal, we now also use a 
sling shot like the serious ones sold in the sporting goods sections of 
the KMarts , Targets. et. al.  to keep them away from the bird feeders. 
It's pretty effective, especially if you actually hit one occasionally. 
Even if you never hit one (usually don't), they seem to get the message 
and stay away for awhile.
