As I understand it, the requirements for obtaining a permit for the
removal and transportation of protected native plants include has to do
with removing and transplanting healthy plants. If you have a diseased
plant you should not need a permit to get rid of it. But to be sure,
you should contact the AZ Dept of Agriculture at

I have a saguaro that has the bacterial necrosis
in several places. It's 12-15" tall, no
