[Arid_gardener] Powdery Mildew on Roses

What is Powdery Mildew indicative of?  Watering schedule off?  Soil 
composition off?  Sunlight access off?  Disease?  All of the above?

I know I can spray my roses with chemicals - tried that (it works!) - but 
hate chemicals.
