I have 3 ocotillos planted next to the east facing wall. All three are taller than the wall. Only one bloomed this spring. I am new to the house and have no history on the plants. Two of them appear to have good green bark but the refuse to bloom. I noticed several small holes in them. Could that be a beatle and can it prevent the bush from blooming. I have tried fertilizer and watering to no avail. Your help would be appreiciated.
