I have a Mediterranean Fan Palm  planted 1 year ago as a 5 gallon plant.  It has grown substantially in this one year.

Last week I noticed that many of the fronds are covered with round, flat black circular lesions.

Is this a fungus?  Does it need treatment?  Is so, what, how much, and when.
