My suggestion is to cut back on watering.  Let the soil at the roots become 
nearly dry before watering again.  You need to test the soil for this. 
There is a lot of variation in the water holding quality of the soil at 
different locations.  Once established, the plant can get by with no 
watering at all but watering monthly in the summertime is beneficial.

Consider separating the irrigation system for the desert-adapted plants from 
the high-water use plants , like citrus, because the watering interval is 
much longer.  Your orange bells will do okay on either system but for them 
you will get lots more blooming with more watering.  See the irrigation card
