The government tree programs are usually for reforestation and are
adminstrated by the USDA through the local National Forest.
I suggest asking at one of the Coronado Forest offices. For office
nearest to your property, see

You might also try the Cochise County Cooperative Extension at Willcox.
Directory at

They would not have the trees but could suggest what to plant.
