 I have a navel orange tree but on the branches where every new branch comes out there is a funny fuzzy green bump as big as a quarter and maybe 3/16 ths of an inch thick  this year the tree died back more than 50% from the heat   I can't tell if its bug infections or chemical stunting the growth
