Anne, have your sister go to the retail nursery nearest her residence, look to see what fruit trees are on the "shelf" and ask the owner or manager that question. I have found them to be quite reliable. Their bottom-line is wholy dependent upon serving the public and that would be your sis. They cannot afford to stock any species the customer is apt to return for a refund 60 days later. Another technique is to drive around the neighborhood and down alleys to see what is already there.
Off the top of my head, I wouldn't be afraid in that area to try any decidious fruit with the possible exception of cherries not, however, mentioned. The main factor governing her choice will be the chill hours required for deciduous fruits that, I predict, would be more than adequate in that area but her nurseryman will know for sure.
Another source of reliable data would be the University of Arizona County Cooperative Extension office nearest her. They stock pamphlets and brochures covering all phases of home horticulture and their mission is also to serve the public whose taxes pay their salaries. If she can't reach a County branch, she can find one in the phone book. The University Extension is a fabulous resource with which every home gardener should be familiar.
