I should start by saying I know nothing about gardening, and I have some type of palm tree that is dying.  It is a small palm, five feet tall, that is potted in a plant indoors.  The palms are shriveling and dying, and I am watering it twice a week.  There is a ring of white resin in the dirt around the palm tree that does not look right, and was not always there.  Should I buy something special to feed the palm/kill any bacteria?  Should I repot the palm with fresh soil?  Thank you for any advice you can give me.
