Whe we had a horse, she would sometimes get into our citrus orchard and feed 
on the leaves when we forgot to close the gate and it never bothered her. 
But some of the molds that can get on the leaves could be unhealthy.

Most web sites that address the topic seem to believe the Emu Bush is 
poisonous to mammels.  You might want to check it out yourself.  Google on 
eremophila  +poisonous.

I believe it would be best to give up on a living screen.  it would be 
difficult to grow where the horses can reach it.
