Unless you need to walk underneath the tree leave it alone. The species
naturally grows to the ground.
Otherwise, prune the branch that slaps you in the face every time you pass
by or that which tends to ugly up the tree. I believe you can prune anytime
but do not remove an excessive amount of foliage at any one time.
Using sound pruning practices, if your objective is esthetics and/or
utility, you can't do wrong.
I left two full grown California Pepper trees in my home in San Diego. I
kept them pruned high because they were in the front yard but never had to
thin them.
