[Arid_gardener] houseplant pests

I have a Draceaena that I think I've been underwatering. Today I 
watered and found tons of tiny little winged bugs that seem to crawl 
rather than fly coming out of the soil. They are all over the wall 
behind the plant and all over my light colored tile in the room next 
door. What are these creatures and how do I get rid of them?

I'm an accidental gardener, but something in my memory says I've these 
critters before.
