The tree will probably survive but it may be a long time, if ever, before it
looks like a proper ficus tree again.  If you (and your neighbors) can stand
the sight of it, you might let it grow out more until next winter, then try
pruning to shape the tree.

As to whether the pruning that was done was the right thing to do, the best
you could have done (other than removing the tree with one that is adapted
to our climate)  was to prune out the dead wood back to where there was
still life in the branch.
