[Arid_gardener] yellow bugs on oleander new growth

Pruning the frost damage on my oleander I noticed yellow spots on the undersides of the new growth.  At first, I thought it was a ton of pollen but they are tiny oval bright yellow bugs.  I never notices them before.  Any ideas what they are?
