Try freecycle (local email lists) or craigslist (phoenix). Both have 
frequent listings for free river rock - just load and haul it.

I've seen plants offered, but not as often.

Freecycle is intended to pass unwanted items on to reduce landfill 
needs. While most of the items offered are for babies or young children 
or for moving boxes, an incredible range of items can be found, 
including large appliances.
