Your description sounds like 'Scale Insect'. If you can send a 
photograph showing the 'little critters' that would help. You can 
also do a web search for 'citrus scale insect' and you'll find a ton 
of photos. You might see one that matches what you have. If it is 
scale, the sticky stuff on the leaves is sugar. The scale insect 
sucks sap from the plant and excretes the sugary liquid that falls 
onto the leaves. Keeping the leaves rinsed off frequently with water 
will take cake of the sticky problem. If left on, it might get moldy, 
turn black and eventually damage the leaf. It is a little 'rough' 
trying to diagnose without seeing the patient.
