Almost all roses do well in the Phoenix area.
We have two Rose Societies on the West side of the valley - I would suggest contacting them and visiting with one of the members who has a large variety of plants and then you can decide what you like.

If you are over on the East side of the valley, Mesa Community College, Southern & Dobson has a rose garden with 7,000 bushes, you can find a consulting rosarian there any Saturday morning.
