If it's a Chilean Mesquite, then it may just be going through a period that they all seem to go through in the early stages of growth. Mine grew to height of about nine feet and then stopped growing for a period of 2-3 years, then suddenly began growing again and has been doing so ever since. I've noticed other new plantings in the neighbourhood doing the same thing over the years.
