You will be very disappointed without direct sun on your vegetable garden. The more natural light the better. Is there a way that you can construct raised beds that would expose most of the foliage to direct sun by raising them perhaps or by setting up reflector boards or old mirrors to direct more light where you need it the most. Reflectors aren't that difficult to make. Glue  aluninum foil to panelling or plywood with its bright side toward the light source to reflect light or redirect it to where it is needed.   Hi intensity lamps work fairly well but are a little expensive. Visit a shop that  features propagation gro-lights  for ideas. There is one on Broadway in Tempe South of the vcollege. Can't remember the street. Roosevelt, perhaps, north side of Broadway.
