Peonies are beautiful flowering perennial shrubs.
BUT, because winter chilling is required for dormancy,
peonies do not perform well in subtropical areas.

A desert plant with realtively large flowers would be
more successful. Look at Texas olive for one example:

You may want to visit some local nurseries for
desert-adapted plants.
