Phillis, where in the basin and how deep do you irrigate, how often do you fertilize, how much, where and how do you apply it.
What is its foliage spread from one outer edge to the other and what is the size (thickness) of the trunk six inches above the ground. Common mistakes with citrus; irrigating at the wrong place and not deep enough. The pavers might not be a good idea depending on their location and purpose. If the pavers cover the feeder root zone, you may be starving the tree with inadequate food and water.
Respond to all (Arid_gardener at CALS.arizona.edu) to get others to participate. Your tree may be beyond salvation but it is worth trying to save, surely. If it does not respond with vigorously new growth with proper care as weather warms up, you would probably be ahead by starting over with a new tree.
