Hello Elsie,
That really doesn't look like spittle bug in your photos.
If possible, would you be able to carefully scoop one of the white masses
and bring it in to one of the Master Gardener Offices for identification.
If a determination can't be made at the local level, it will be 
forwarded on to the
U of A Plant Pathology lab.
