Sorry to hear about the desert willow!

I would check irrigation first to make sure the tree is
getting watered and lines are not clogged.

If you want to check for root rot, dig up some pencil-sized
roots that appear to be rotting. Put them in a plastic ziplock
bag and store in the refrigerator until you can deliver them to
your nearest Cooperative Extension offce. (Or mail to the
Plant Pathology lab -- see information below). You could also include
a soil sample in a separate bag.

You could also send a bag of leaves/twigs that are showing
symptoms to the Plant Pathology lab by mail:
