If the plants are otherwise healthy and you did not see bees on either the
male or female blossoms, the most likely problem is lack of pollination. 
You may need to hand-pollinate.  This involves taking a male bloom and 
rubbing it in a female bloom early in the morning. This will effectively 
transfer the male pollen to the female blossom.

Another possibility could be that the blossoms and pollen can burn up in the
high summer heat and blazing summer sun.  Shading in the afternoon and late
morning would be helpful.
