Lisbon lemon is a fast growing tree.  The feeder roots of a standard Lisbon
Lemon tree will spread to a root diameter of 16 feet or more.  I would
suggest your tree may be root bound.

If you have a true dwarf on a Flying Dragon rootstock, you will still need a
deeper container to allow for root development.
