It might work if the shoot emerges from the side of the trunk. But if the
shoot emerges from the bark at the edge of the cut, it will be a weak shoot.
If the tree is still young as you indicate, you won't lose much by planting
a new ree. And follow the guidelies at

with respect to staking to prevent breakage.
