Oleander leaf scorch, a bacterial disease that is vectored primarily by the
smoketree sharpshooter, see (with photo) at

Although oleander leaf scorch has been a serious problem in some parts of
the valley, I am not aware that it is a given that all oleanders will die
from it.  Ours are still okay.  For information about the problem (with

Test for adequate watering by inserting a slim steel rod at the root zone
after watering.  It should penetrate easily to 1-3 feet depending on the
size of the plant.  Do not water again until the root zone is nearly dry.
Syringing the plant with a light soft water spray during the hot days will
also help to cool the plant.  Contrary to popular lore this will not burn
the foliage provided it is water only and not a fertilizer or insecticide
spray.
