During the dormant period it should be watered to a depth of 8-10 inches
once per month to keep the roots from drying out.. The only other thing to
do right now is to pull out any weeds. When it starts to green up in April,
increase the watering frequency (same depth) to every 5-7 days and also
begin to mow if needed. There is a lawn watering guide at
http://ag.arizona.edu/azmet/phx/
that you may find helpful.
You can also start to fertilize once each month but wait until the grass
starts to grow again. Many people use 21-0-0 ammonium sulfate but you will
get better results with a complete or balanced lawn fertilizer.
