Get 4"x8"x16" concrete construction block as needed for your desired size 
and glue them together with construction glue for a permanent structure. If 
you don't like the appearance you can slap some paint on them, or use the 
same glue to cap them with red brick or redwood or fir 2x4s or whatever 
tickles your fancy. You will never get them apart after the glue sets up so 
be sure you have exactly what you want before applying the glue.

You don't need a foundation but take the time to get a level somewhat solid 
surface or pad to lay them on. I have a couple of raised beds so made that 
have not moved one  iota in ten years. The glue from a tube is a lot easier 
to apply than mortor and is a hundred times tougher and adherent.

My experience with wood, even treated, it will rot out  at the base in less 
than two years.

Your expert at Home Depot should be able to reco a product if you must use 
wood.
