I have a red flame grape vine, about 5 years old.  I just noticed that some of the new leaves are distorted.  Some of the leaves appear almost triangular with the veins almost white and very close together.  There's almost no leaf between the leaves.  The veins are almost right next to each other.  This is on a few of the leaves.  Those leaves affected seem to be a darker green and their edges are more jagged, like you cut them with a pinking shears.  They're not spread out flat, but a little rolled up.

I recently sprayed with Ferti-lome "triple action plus" which contains neem oil.  I sprayed them with it last year with no problem.

Any suggestions?  I don't see any eggs and haven't seen this before.  Doesn't look like I've got any mildew.
