[Arid_gardener] Fertilizing Lawn

I have been watering our hybrid Bermuda lawn every 4 days and feeding it
every 4 to 5 weeks.  This morning I noticed the instruction on the ammonium
sulfate sack to water the grass the day before feeding, then to water after
feeding.  My practice has been to spread the fertilizer and immediately
water it in.  
 
1.  Is it important to water before feeding when the lawn gets water every 4
days?
2.  If the answer is yes, and I apply one inch of water every 4 days, should
I put on 1/2 inch  the day before feeding and 1/2 inch after feeding?
 
I want to have the healthiest possible lawn without wasting water.
