I believe the disfiguration is cause by thrips, a tiny  insect burrowing, I 
believe, within the flesh of the leaf. I have seen it off and on in my own 
trees but don't believe it poses a serious threat to a healthy tree. Keep 
your trees well irrigated and fed and they will grow through the threat. A 
tree under stress is easy prey for disease and insect attack and I have 
never tried to treat this condition that tends to be little more than a 
cosmetic nuisance in a healthy orchard.  Contrary opinions invited.
