Sorry to have to say this, but it does sound like a case of too much
water. Palo Verde and Palo Brea trees are sensitive to excessive water, and
root rot is often terminal. However, you can try turning the water off
completely for a few months and see if it recovers.
Blue Palo Verde is the more tolerant of water, and it is more often
found along desert washes along with Ironwood, Screwbean Mesquite, and
Netleaf Hackberry where there is ephemeral (seasonal) water and good
drainage, whereas Yellow (or Shortleaf) Palo Verde is more likely to be
found on slopes away from washes and in areas where there are clayish soils
that are less permeable to water.
