Tulips and hyacinth bulbs need to be stratified which occurs naturally if
the bulbs are left in the ground in cold climates.  In the Phoenix area, we
fake this by placing in the refrigerator for 6-8 weeks prior to planting.
Lake Havasu City may be a bit cooler than the low desert but it probably
doesn't get much colder than Phoenix.

Look for the specific bulb.  Generally, most bulbs are planted the first
week in November.  You may be able to get by with that.  Or maybe a few
weeks earlier.
