I have a one year old ash tree that is not doing too well.  We planted two at the time and one is doing great.  I usually deep water once a week by leaving a very slow hose on for a few hours. 

It has yellow and brown spots on the leaves that seem to be coming from a white line on the underside of the leaves.  It kind of looks like calcium buildup.  The brown starts from there and moves out onto the leaf.  The nursery gave us "triple action + RTU" which we have sprayed on twice, about four and two weeks ago.  Still looking worse by the day.  Any ideas?
