Hi Cathie,
It's hard to say exactly what you might be seeing on the leaves.  Fertilome
Triple Action Plus is a neem oil product that might be used for any number
of things.  Did the nursery tell you what they were prescribing it for
specifically? 

I will say that it sounds as if the tree may be getting too much water.  The
ideal with almost any tree is deep and infrequent water.  Once every two
weeks should be more than enough for an ash tree.  The key is to get the
water down to three feet deep every time you water.  Even in the same yard,
drainage can differ, so if the healthy tree has better drainage, you might
not see a problem with over-watering on it. 

If your ash tree is deciduous (losing it's leaves in the Winter) you are
unlikely to see an improvement in the leaf appearance right now, as they
will be getting ready to turn color and fall off.  

In any event, you would do well to back off on the frequency of the
watering, and find out from the nursery what diagnosis led them to recommend
neem oil.

I have a one year old ash tree that is not doing too well.  We planted two
at the time and one is doing great.  I usually deep water once a week by
leaving a very slow hose on for a few hours. 

It has yellow and brown spots on the leaves that seem to be coming from a
white line on the underside of the leaves.  It kind of looks like calcium
buildup.  The brown starts from there and moves out onto the leaf.  The
nursery gave us "triple action + RTU" which we have sprayed on twice, about
four and two weeks ago.  Still looking worse by the day.  Any ideas?
