I have a 30 year old Chilean Mesquite tree in Phoenix that I have pruned extensively just about every month of the year without observing any ill-effects. The tree seems to have a will of its own but you can prune this species any way you want to shape it to your wildest whim.

I would never prune any tree, however, unless its shape is embarrassingly ugly, it slaps me along side the head every time I walk by or, especially, if it impinges over the boundry into a neighbor's yard without his or her explicit consent.

I presume it is best to prune any tree wnen sap is actively flowing and callus formation is rapid but I have paid scant attention to those parameters.
