Best planting time time for Tucson which is in Region 2 is Sept. 1 - Dec. 1
according to the Master Gardener Manual at
http://ag.arizona.edu/pubs//garden/mg/vegetable/regions13.html#1-3
You should always get bulbs but some types, such as the top-settting
hardnecks, may yield small bulbs because they need a longer growing season
than our short winter and very warm weather permits.
