Sounds like what you're are doing now is about the best you can do. It's
pretty difficult, perhaps impossible, to find an insecticide registered for
use on pomegranates. The U of A recommendation at
http://cals.arizona.edu/maricopa/garden/html/t-tips/bugs/leaf-ft.htm
is to " ... Destroy any bugs that are found. Immature fruits may be
protected by covering with paper bags."

Pomegranate that suffers every year from leaf-footed bugs. I've been going
out every night with a squirt bottle of diluted Peppermint Castile soap and
a flashlight. A short squirt knocks them down and kills them - a lot easier
than trying to grab them, especially when they are high up. Plus they don't
generate that foul odor.

Seems like what they don't destroy, the roof rats get. :-(
